“Endowment Care”


Each member of the Board of Trustees is appointed by the Madera County Board of Supervisors to serve a four-year term on the District’s Board of Trustees. The Board of Trustees is the governing body of the District. Each Trustee may act only by casting his or her vote on matters that come before the Board, and have no power to act independently on any matter unless specifically delegated to do so by a majority vote of the Board or appointment by the Board chair. Trustees must be a tax paying resident within the boundaries of the Madera Cemetery District. Trustees must make a personal commitment to represent the residents and property taxpayers of the District by providing desired cemetery services at an affordable price.


Do all acts necessary or proper for carrying out the purposes of a public cemetery district, conduct the District’s business at public meetings in accordance with the Ralph M. Brown Act, and other laws, regulations, rules and parliamentary procedure, set policy for the management of the cemeteries of the District, determine rules and regulations for operation and use of the cemeteries of the District, set and adjust fees and charges for all District services and products, fix annual operating budget and continuously manage income and expenditures of the District, establish salary and wage levels for all District employees, adopt investment policy and review all investment reports quarterly, submit Statements of Economic Interest in accordance with the Political Reform Act of 1974, and adopt and adhere to Conflict of Interest Policy and regulations promulgated there under. Attend regular monthly, special and emergency board meetings, except when prevented from doing so by sickness or other emergency situations (Government code, section 1770(g)). Actively participate in activates and seminars, which provide education and information necessary for operation of the district.

The Board of Trustees are appointed to a four-year term by the County of Madera Board of Supervisors.  Prior to the expiration of their term, if the Trustee is seeking re-appointment, the Trustee will send a letter of intent to the appointing Board of Supervisor requesting re-appointment.  The Board of Supervisor will review the information and then request action by the Board of Supervisor at a regular Board meeting.

The major functions of the trustees is to set policy, define goals and objectives, adopt rules and regulations, and act as legal custodian for District property.  The Board has employed a District Manager to carry out policy, direct District operations, provide day-today supervision of staff and control and administer District expenditures.  The Board and the District Manager are required to take ethics training every two-years.
